Capital Projects

Capital Projects generally refer to projects that improve or create new city assets, usually on a large scale. For example, the replacement of water and sewer lines or a new facility construction would be considered a capital project. The City often seeks outside grants from the state and federal governments for funding to support these initiatives.

The Hall Street Community Park Project

We are in the process of starting a three-phase project to a brand new community park featuring new fields, plenty of parking, nature trails, indoor and outdoor recreation space, and plenty of parking. We need your support to bring this to life!

W.P. Anderson Park

The City of Westminster has secured Community Development Black Grant (CDBG) funding to update and renovate Anderson Park, located at 109 E North Avenue. The new project will include properties on both sides of Earl Holcombe Dr. and is designed to be accessible to children of all levels of physical and mental ability.

Downtown Master Plan

The City of Westminster completed a Downtown Master Plan Study in early 2023 and was informed by public input sessions, surveys, and workshops with City Council and the community. The masterplan showed the possibilities and areas of improvement needed to make Downtown Westminster the best it could be.

The City used the masterplan as a guide, and began planning for a Mainstreet revitalization.
